Bills are dropping fast and furious:
HB 717 – Dangerous Dog Control. “If any owner negligently or intentionally [emphasis added] fails to secure a dangerous dog or potentially dangerous dog [emphasis added] and such failure results in the dog attacking another human being causing severe injury [emphasis added] or death such owner shall be guilty of the offense of failure to secure a dangerous dog and upon conviction therefore shall be guilty of a felony and punished by imprisonment for not less than one nor more than three years or a fine of not more than $20,000.00, or both.”
I can get behind this one because of the “negligently or intentionally” section; those words have strong meaning in case law. However “potentially dangerous” isn’t very specific and “severe injury” is also very unspecific. Those make me leery.
HB 716 – Restrictions in Emission of Pentachlorophenol. This bill would seem (to me) to make railroads illegal near schools. At least, those railroads that are using ties preserved with PCP.
